Why is Anders speaking at him (certainly not with him) as if he were on trial? The dead stick around in Tamriel, either as benevolent spirits who can't pass into Aetherius, or entities summoned. And, of course, there's always the undead, either necromancer into existence, or punished with undeath for a crime committed during their lifetimes.
