But if there is the possibility of something causing harm to human beings, then it would be irresponsible to release it to the general public without controlled testing first. Consider that in ethically conducted human trials, a small number of informed, consenting subjects are exposing themselves to a risk. Without those trials, a large number of uninformed individuals would be exposed to a risk of which they are unaware—by far, a greater ethical crime.
