When Billy moves, Kaworu's eyes dart up to follow him, and he looks at the hand on his shoulder with a taint of disbelief on his face. It's a rare spontaneous emotion from him, and it fades just as quickly as it came. He definitely wasn't expecting him to come over, nevermind touch him.
