There's a shift in her posture, a readiness that wasn't quite there before, as her staff flicks out in one smooth movement, the tip of one end pressed against the mugger's throat. She tries not to underestimate people, and isn't surprised by the fact this man can apparently handle himself (most people in Exsilum can), but it'd be better to stop any fights before they actually start.
Which is why she should arrest the mugger, but with the way tensions are bewtween Exiles and Transports, she's even less inclined to go to the police than she normally would be. It feels a little like Gotham, when there was no point calling the cops on the gangs (because they'd just be back with new members as soon as the old ones were locked up), and she had to rely on making sure they know that her suburb was protected.
"You're smart enough to listen, aren't you, Raymon?" The mugger seems surprised that she knows his name; hopefully that will work to her advantage, "So how about you just walk away and rethink this little side business of yours, 'cause I'll be there if you try this again, and it won't go so well for you."
She seems to mean it, even if she knows she can't actually watch him 24/7. Hopefully the threat is enough of a deterrent.
