She didn't want to cause a scene. Most of how Ygritte worked was staying under the radar, stealing when and where she can, but not hitting a spot twice unless the people were exceptionally idiotic. Her hand still held the base of the dagger, though she didn't pull it, nor did she make to attack the woman.
