[Lelouch can't just sit around twiddling his thumbs waiting for something. He likes being trapped here even less than he liked being stuck in Exsilium. In a place that looks like it's mostly out of order or failing, he doesn't feel too comfortable (most people probably wouldn't, let's be real). But it could mean there's a lot to work with, so it stands to reason that he should check the place out thoroughly to get a feel for everything. And that's precisely what he's doing right now, wearing an expression that suggests he's a little lost, all the while filing away everything he inspects and everywhere he wanders. It's always good to keep up civilian appearance in a place like this.]
