Perhaps by integrating it with the system that the natives are already creating, although I do still intend on asking for Initiative support. Yes, the natives are creating a police force, but from the information we have been given, they haven't given much thought to what they'll do to any criminals once they've caught them.

I would, of course, continue to ask for community input.
