Galadriel was returning from the clinic when she passed Luna. She might not have noticed the girl at all if she hadn't been passing at just the right time. As it is, she ends up splashed with water from Luna's puddle jumping.

Fortunately, she's in a good mood. She's startled silent for a moment, but then she bursts into laughter.
