[This would all be much easier if he could use his power in public, but he can't. He doesn't dare to show his fire when he has various reasons to keep it a secret.
He sees no reason to stay seated in the dark, waiting for the power to come back. Maybe he can get some work done elsewhere. So he moves through the hallway in the dark, headed for the exit. He's walking carefully, but that's no guarantee he won't run into someone...
Afterward, he stands outside, looking up at the building. He would try to help, but he isn't sure where he'd begin. He's a judge, not an electrician.]
B [Closed]:
[It's a slip, a mistake. He's walking through the hallway when he knocks into something, and he lets his frustration get the better of him. His fire comes forth from his eye, blue and bright. It's burns for just a moment, but it's not something he can hide in the darkness. For that moment, he might as well be a blue torch.
He freezes, pulling the fire back, stilling. In that flash of light, he'd clearly seen someone else.]

It makes him stagger back reflexively, one hand rising halfway; his footing is already precarious, so it's a good thing there's a wall there to catch him.
It's over too quickly for him to catch a good glimpse of the face, distracted as he'd been, and he doesn't recognize the voice, either. He would remember a fire magus, he's sure of it.]

Not that he'll take it out on this person. They're likely an innocent, not a sinner in need of punishment. Most people are innocent. Yuri exists to protect them from evil. That is his only purpose.]

[The face in the shadows, lit by his light, had been hooded. He thinks he recognizes that voice. It's a distinctive voice, but it takes him a moment to place it. Does this man recognize his face? Does he know who he is? It would be easy for him to illuminate this entire hallway, but he doesn't do that, choosing instead to remain in the dark. Even if the secret of his fire was revealed, there's no reason to risk someone else seeing it.]

Ah, no, it wasn't anyone's fault.
[And if anything, it was his; he tends to be better at navigating in the dark than most people. It's maneuverability that's the problem. He could make more noise, but he can't really bring himself to. Besides, someone might mistake that for a threat, too.
A blackout with Transports involved, like anything else, ends up being considerably more complicated than it should be.]

[He doesn't like being alone in the dark. It reminds him too much of the past. But it's not as if he has anyone to reach out to, so alone he remains. In the end, it's better that way.]
